Narrative:
On approach to btv; in marginal VFR on IFR flight plan. Controller cleared for VOR-1 approach. Circle to land on runway 33 and he assigned heading to intercept VOR radial of btv VOR. I was in visual conditions but did not have approach plate for VOR-1; had expected ILS runway 33 but because of visual conditions I accepted the clearance; expecting to complete the assigned approach with help of CDI and GPS. Encountered scud clouds and deviated from assigned heading calling attention to controller and in course of communication had to admit that I did not have the required approach plate. Subsequently requested ILS runway 33 and completed approach and landed. When originally asked for ILS runway 33; controller advised that he would have to climb me back up to 6000 ft; that was also a reason why I tried to make the approach (VOR-1) under the given marginal VFR conditions. This was a stupid attempt on my part to fake the situation and while it did not endanger anyone; it was improper and probably disruptive to the control of inbound flow.

Title: BE55 PLT ACCEPTS VECTORS TO APCH WITHOUT PROPER APCH PLATE.
Narrative: ON APCH TO BTV; IN MARGINAL VFR ON IFR FLT PLAN. CTLR CLRED FOR VOR-1 APCH. CIRCLE TO LAND ON RWY 33 AND HE ASSIGNED HDG TO INTERCEPT VOR RADIAL OF BTV VOR. I WAS IN VISUAL CONDITIONS BUT DID NOT HAVE APCH PLATE FOR VOR-1; HAD EXPECTED ILS RWY 33 BUT BECAUSE OF VISUAL CONDITIONS I ACCEPTED THE CLRNC; EXPECTING TO COMPLETE THE ASSIGNED APCH WITH HELP OF CDI AND GPS. ENCOUNTERED SCUD CLOUDS AND DEVIATED FROM ASSIGNED HDG CALLING ATTN TO CTLR AND IN COURSE OF COM HAD TO ADMIT THAT I DID NOT HAVE THE REQUIRED APCH PLATE. SUBSEQUENTLY REQUESTED ILS RWY 33 AND COMPLETED APCH AND LANDED. WHEN ORIGINALLY ASKED FOR ILS RWY 33; CTLR ADVISED THAT HE WOULD HAVE TO CLB ME BACK UP TO 6000 FT; THAT WAS ALSO A REASON WHY I TRIED TO MAKE THE APCH (VOR-1) UNDER THE GIVEN MARGINAL VFR CONDITIONS. THIS WAS A STUPID ATTEMPT ON MY PART TO FAKE THE SIT AND WHILE IT DID NOT ENDANGER ANYONE; IT WAS IMPROPER AND PROBABLY DISRUPTIVE TO THE CTL OF INBOUND FLOW.
