Narrative:
Nosewheel panels were removed for inspection; work card was stamped by me on all open and inspection blocks maintenance portion of work card. Block to install kept nosewheel panels 117AL and 117BL was stamped off by me in error. I did not install the panels listed in this step. Panels were installed by other (personnel) unknown. (Hardware) was loose causing panels to have (pressurization) leakage causing an air return for that first flight after heavy check was completed.
