Narrative:
This was a captain oe flight out of rno in the early morning. When we arrived at the airplane I was handed a deice sheet explaining that the airplane had already been deiced and this paperwork was filled out properly. During my walkaround I found frost under the wings and on the bottom of the horizontal stabilizer as well as the entire top of the fuselage to a point about 2 ft above the passenger windows. I told the captain who was on oe what I found and we agreed that we needed a complete deice. I called operations and explained to them that we would need to be completely deiced. She said you were already deiced; I explained what I found and asked if she could coordinate with the ground deice crew. The man in charge of the deice crew came to the cockpit and we explained what we needed; and I was very explicit. He said you have already been deiced. I asked if he was talking about the deice that we had received paperwork on previously? He said yes. I told him again what we needed in great detail and how I expected it done. We finished our checklists and the agent closed the door; with our permission. We talked to the pushback crew to let them know that we are planning on another deice and asked if they deice at the gate or after pushback. He said they are deicing you right now. I immediately shut off the air cycle machines and called operations to ask if the deice crew had a radio. She said she thinks they do. After a few mins I asked the pushback crew if they had communications with the deice crew. He said I can go get him. The man in charge of deicing got on the headset and I told him that he needs to coordinate with us prior to spraying the airplane next time and told him why. We got a very poor response; this is as close as I can remember it. 'Deice is done.' that was about it. I had to go through the whole list of type of fluid; freeze point; first point of application; start time; and I even had to ask him twice if the post deice inspection was done. He didn't seem to know what to tell us. I got into specifics as to what they had done and they had followed what I had asked; but it seemed like they were lost without my guidance and instruction.

Title: MD80 FLT CREW REQUIRES SECOND DEICING PRIOR TO DEP RNO.
Narrative: THIS WAS A CAPT OE FLT OUT OF RNO IN THE EARLY MORNING. WE FINISHED OUR CHKLISTS AND THE AGENT CLOSED THE DOOR; WITH OUR PERMISSION. WE TALKED TO THE PUSHBACK CREW TO LET THEM KNOW THAT WE ARE PLANNING ON ANOTHER DEICE AND ASKED IF THEY DEICE AT THE GATE OR AFTER PUSHBACK. HE SAID THEY ARE DEICING YOU RIGHT NOW. I IMMEDIATELY SHUT OFF THE AIR CYCLE MACHINES AND CALLED OPS TO ASK IF THE DEICE CREW HAD A RADIO. SHE SAID SHE THINKS THEY DO. AFTER A FEW MINS I ASKED THE PUSHBACK CREW IF THEY HAD COMS WITH THE DEICE CREW. HE SAID I CAN GO GET HIM. THE MAN IN CHARGE OF DEICING GOT ON THE HEADSET AND I TOLD HIM THAT HE NEEDS TO COORDINATE WITH US PRIOR TO SPRAYING THE AIRPLANE NEXT TIME AND TOLD HIM WHY.
