Narrative:
Climbing out of ZZZ the flight attendant called the flight deck with a report of a vibration and noise coming from main gear area. A jumpseat passenger also reported noise and vibration. ATC was advised of our intent to return to ZZZ and an emergency was declared. Approach and landing were normal and uneventful. The aircraft was brought to a complete stop on the runway for crash fire rescue equipment inspection. After an 'all clear' was given; we proceeded normally to the gate for passenger deplanement. It was determined after the mechanic's inspection that a main gear (port side) fairing seal was loose and vibrating under aerodynamic pressure. A contributing factor to our return to ZZZ was the flight attendant's report of 'oil' type smell in the cabin. Also; the hydraulic pump 3A was deferred on this aircraft.

Title: CRJ-200 FLT CREW HAS A VIBRATION IN AIRFRAME AFTER TKOF; DECLARES EMER AND DIVERTS FOR LNDG.
Narrative: CLBING OUT OF ZZZ THE FLT ATTENDANT CALLED THE FLT DECK WITH A RPT OF A VIBRATION AND NOISE COMING FROM MAIN GEAR AREA. A JUMPSEAT PAX ALSO RPTED NOISE AND VIBRATION. ATC WAS ADVISED OF OUR INTENT TO RETURN TO ZZZ AND AN EMER WAS DECLARED. APCH AND LNDG WERE NORMAL AND UNEVENTFUL. THE ACFT WAS BROUGHT TO A COMPLETE STOP ON THE RWY FOR CFR INSPECTION. AFTER AN 'ALL CLR' WAS GIVEN; WE PROCEEDED NORMALLY TO THE GATE FOR PAX DEPLANEMENT. IT WAS DETERMINED AFTER THE MECH'S INSPECTION THAT A MAIN GEAR (PORT SIDE) FAIRING SEAL WAS LOOSE AND VIBRATING UNDER AERODYNAMIC PRESSURE. A CONTRIBUTING FACTOR TO OUR RETURN TO ZZZ WAS THE FLT ATTENDANT'S RPT OF 'OIL' TYPE SMELL IN THE CABIN. ALSO; THE HYD PUMP 3A WAS DEFERRED ON THIS ACFT.
