Narrative:
Both pilots failed to catch errors in loading and paperwork. An MEL prohibiting the use of the forward cargo bin was placed on the aircraft. After landing in las; it was discovered that 25 bags were loaded in the forward cargo compartment. Neither the captain or myself noticed the bags on the weight and balance trim sheet. A ramp employee notified me that bags were loaded in the forward cargo bin. Review of all MEL and paperwork before each departure. Supplemental information from acn 725456: to comply with MEL; flight crew must verify cargo hold in this case the forward hold must be empty prior to pushback. I went down to ramp and during the off loading of cargo from previous flight; I spoke to ramp personnel that forward hold is to remain empty due to MEL. I received an acknowledgement. Aircraft was boarded and received trim sheet. I hastily reviewed trim and quickly misread the trim sheet under the forward hold heading and saw what I thought was zero cargo. I called lax operations to ask why cargo was loaded into forward cargo hold despite MEL and ramp verification. They responded was that the MEL wasn't mentioned in the paperwork. Las operations listened in and they told me that MEL information is on their ramp release. Not necessarily in paperwork.

Title: A319 FLT CREW HAS A NO COMPLIANCE TO AN MEL DURING CARGO LOADING AT LAX.
Narrative: BOTH PLTS FAILED TO CATCH ERRORS IN LOADING AND PAPERWORK. AN MEL PROHIBITING THE USE OF THE FORWARD CARGO BIN WAS PLACED ON THE ACFT.
