Narrative:
After pushback and commencing taxi the ramp was very slippery with ice. The txwys were only cleared in the center 1/3. Upon entering the runway we noticed the runway was in good condition with the exception of about 15-20 ft on each side; which had not been cleared. When we reached the end we would normally take taxiway left to turn around. Taxiway left is approximately 60 ft wide and only the center third was cleaned. I elected not to take the taxiway and instead made a 180 degree turn on the runway. As I completed the turn we heard a popping noise from outside the aircraft. I elected to taxi back to parking. After shutdown we found 1 nose tire shredded. The airport operations officer said we ran over 3 lights. We went and inspected the area. There were 4 or 5 sets of vehicle tracks present over and around the lights. As we turned the aircraft we did not see any illuminated taxiway lights. The lights are set in about 6 ft from the edge of the pavement.
