Narrative:
Since feb the FAA has implemented a new procedure to withhold landing clearance from any aircraft while taxi into position and hold procedures are in effect. Now air traffic is issuing ATC instructions during critical phases of flight on a routine basis. This has potential for disaster.

Title: LCL CTLR EXPRESSED CONCERN REGARDING THE FAA'S TAXI INTO POSITION AND HOLD (TIPH) PROC.
Narrative: SINCE FEB THE FAA HAS IMPLEMENTED A NEW PROC TO WITHHOLD LNDG CLRNC FROM ANY ACFT WHILE TAXI INTO POS AND HOLD PROCS ARE IN EFFECT. NOW AIR TFC IS ISSUING ATC INSTRUCTIONS DURING CRITICAL PHASES OF FLT ON A ROUTINE BASIS. THIS HAS POTENTIAL FOR DISASTER.
