Narrative:
On feb/tue/07; I received an e-mail from the FAA entitled; 'information-taxi into position and hold (tiph) -- guidance for pilots notice number: NOTC0780.' in a rather roundabout way; it directed me to a document which is apparently intended to alert pilots nationally to new; improved tiph procedures which started the day before the e-mail was sent. In the middle of this document; in bold letters; is the following guidance; 'never land on a runway occupied by another aircraft of any kind; even if you have received a landing clearance.' unfortunately; this conflicts directly with FAA order 7110.65; paragraph 3-10-3; which says controllers can clear a CAT 1 aircraft to land behind a CAT 1 or 2 aircraft which is at least 3000 ft down the runway and a CAT 2 aircraft to land behind a CAT 1 or 2 aircraft which is at least 4500 ft down the runway. FAA safety may well cause safety concerns when pilots refuse to accept a legal landing on a runway that is occupied by a previous arrival.

Narrative: ON FEB/TUE/07; I RECEIVED AN E-MAIL FROM THE FAA ENTITLED; 'INFO-TAXI INTO POS AND HOLD (TIPH) -- GUIDANCE FOR PLTS NOTICE NUMBER: NOTC0780.' IN A RATHER ROUNDABOUT WAY; IT DIRECTED ME TO A DOCUMENT WHICH IS APPARENTLY INTENDED TO ALERT PLTS NATIONALLY TO NEW; IMPROVED TIPH PROCS WHICH STARTED THE DAY BEFORE THE E-MAIL WAS SENT. IN THE MIDDLE OF THIS DOCUMENT; IN BOLD LETTERS; IS THE FOLLOWING GUIDANCE; 'NEVER LAND ON A RWY OCCUPIED BY ANOTHER ACFT OF ANY KIND; EVEN IF YOU HAVE RECEIVED A LNDG CLRNC.'
