Narrative:
My aircraft was on short final for runway 9 at jfx; having announced intentions to land from downwind; base and final. Aircraft #2 was at hold short line (runway 9) until aircraft #1 was 500 ft away and 100 ft AGL. Aircraft #2 pulled on to active runway (no announcement) and proceeded to take off. The FBO and a third aircraft tried in vain to contact aircraft #2 on unicom. The FBO also cautioned aircraft #1 that there was conflicting traffic. Aircraft #1 observed airplane #2 and executed an immediate go around.
