Narrative:
Aircraft was executing approach to runway 9R at ptk. Tower advised pilots that landing clearance will be given once trucks vacated runway. Landing clearance was given inside FAF. When pilots got runway in sight; no trucks were near runway nor was there any indication of activity on the runway (ie; tracks in snow). Tower reported braking action as 'fair' with landing clearance. Aircraft touched down as per aircraft fom and was unable to stop by the end of the runway and departed the prepared surface a small distance. Minor damage was done to aircraft from runway edge lighting. No injuries resulted. Pilots informed tower that the braking action was 'nil' and were able to taxi to parking uneventfully. Within minutes; tower cleared traffic for takeoff and reported the braking action as 'fair.' this safety report is being submitted to document the ptk tower's misrepresentation of the runway braking status. There was no indication that a vehicle was on the runway prior to the incident to make a braking action report; and when the braking action was reported by the pilots to be 'nil;' the tower continued to report 'fair.'

Title: REPORT ALLEGES ERRONEOUS RWY BRAKING ACTION REPORTS AT PTK RESULTED IN A RWY EXCURSION AFTER LANDING.
Narrative: ACFT WAS EXECUTING APCH TO RWY 9R AT PTK. TWR ADVISED PLTS THAT LNDG CLRNC WILL BE GIVEN ONCE TRUCKS VACATED RWY. LNDG CLRNC WAS GIVEN INSIDE FAF. WHEN PLTS GOT RWY IN SIGHT; NO TRUCKS WERE NEAR RWY NOR WAS THERE ANY INDICATION OF ACTIVITY ON THE RWY (IE; TRACKS IN SNOW). TWR RPTED BRAKING ACTION AS 'FAIR' WITH LNDG CLRNC. ACFT TOUCHED DOWN AS PER ACFT FOM AND WAS UNABLE TO STOP BY THE END OF THE RWY AND DEPARTED THE PREPARED SURFACE A SMALL DISTANCE. MINOR DAMAGE WAS DONE TO ACFT FROM RWY EDGE LIGHTING. NO INJURIES RESULTED. PLTS INFORMED TWR THAT THE BRAKING ACTION WAS 'NIL' AND WERE ABLE TO TAXI TO PARKING UNEVENTFULLY. WITHIN MINUTES; TWR CLRED TFC FOR TKOF AND RPTED THE BRAKING ACTION AS 'FAIR.'
