Narrative:
On first start attempt; neither #1 or #2 engine would light off. Complied with memory items and QRH procedure; including the specified 15 second dry motor. Maintenance control was contacted. They recommended another dry motor to clear remaining fuel and another start attempt. Second start was normal. Prior to selecting bleeds on an oily; smoky smell began to emanate from the cockpit vents. Conversation with the flight attendant confirmed the presence of a similar smell in the cabin. Bleeds were selected on maximum after several minutes and the smell had subsided. Visible smoke began to come from the vents. Engines were secured and the passenger de-boarded. Since we had not yet pushed back from the gate; this was a rather simple; straightforward process. Smoke production ceased immediately upon engine shutdown.

Title: DE HAVILLAND DHC-8 FLT CREW HAS SMOKE AND FUMES ON ENG START.
Narrative: ON FIRST START ATTEMPT; NEITHER #1 OR #2 ENGINE WOULD LIGHT OFF. COMPLIED WITH MEMORY ITEMS AND QRH PROC; INCLUDING THE SPECIFIED 15 SECOND DRY MOTOR. MAINTENANCE CONTROL WAS CONTACTED. THEY RECOMMENDED ANOTHER DRY MOTOR TO CLEAR REMAINING FUEL AND ANOTHER START ATTEMPT. SECOND START WAS NORMAL. PRIOR TO SELECTING BLEEDS ON AN OILY; SMOKY SMELL BEGAN TO EMANATE FROM THE COCKPIT VENTS. CONVERSATION WITH THE FLIGHT ATTENDANT CONFIRMED THE PRESENCE OF A SIMILAR SMELL IN THE CABIN. BLEEDS WERE SELECTED ON MAX AFTER SEVERAL MINUTES AND THE SMELL HAD SUBSIDED. VISIBLE SMOKE BEGAN TO COME FROM THE VENTS. ENGINES WERE SECURED AND THE PAX DE-BOARDED. SINCE WE HAD NOT YET PUSHED BACK FROM THE GATE; THIS WAS A RATHER SIMPLE; STRAIGHTFORWARD PROCESS. SMOKE PRODUCTION CEASED IMMEDIATELY UPON ENGINE SHUTDOWN.
