Narrative:

I was working clearance delivery and controller in charge position. The local controller said he had 2 aircraft on the runway. I looked at runway 4L and saw a learjet turning off the runway and a CRJ7 rolling out behind the learjet. The distance between the two aircraft was about 4000 ft. The CRJ7 was rolling slowly and there was no danger of collision; but both aircraft on the runway at the same time was an operational error. The learjet landed in front of the CRJ7 and the local controller couldn't get it off the runway before the CRJ7 landed. I reported the incident to the TRACON supervisor and it was classified as an operational error.

Title: LIT CTLR IN CHARGE (CIC); DESCRIBED OPERROR WHEN LCL CTLR ALLOWED ARR ACFT TO TOUCH DOWN PRIOR TO PREVIOUS ARR CLEARING THE RWY.

Narrative: I WAS WORKING CLRNC DELIVERY AND CTLR IN CHARGE POS. THE LCL CTLR SAID HE HAD 2 ACFT ON THE RWY. I LOOKED AT RWY 4L AND SAW A LEARJET TURNING OFF THE RWY AND A CRJ7 ROLLING OUT BEHIND THE LEARJET. THE DISTANCE BTWN THE TWO ACFT WAS ABOUT 4000 FT. THE CRJ7 WAS ROLLING SLOWLY AND THERE WAS NO DANGER OF COLLISION; BUT BOTH ACFT ON THE RWY AT THE SAME TIME WAS AN OPERROR. THE LEARJET LANDED IN FRONT OF THE CRJ7 AND THE LCL CTLR COULDN'T GET IT OFF THE RWY BEFORE THE CRJ7 LANDED. I RPTED THE INCIDENT TO THE TRACON SUPVR AND IT WAS CLASSIFIED AS AN OPERROR.
