Narrative:
I was working combined sectors; I had an arrival; C650; inbound from 40 mi south of tul 15000 ft descending to 10000 ft. I had a departure C525 climbing from a satellite airport I assigned 10000 ft headed sbound. I got very busy very quickly and the C525 climbed very rapidly; 9000 ft in 15 mi; and when I amended his (C525) altitude to 9000 ft he was already at 8700 ft. The 2 aircraft passed about 2 1/2 mi apart and 600 ft vertical. The supervisor in the TRACON was leaving the sectors combined longer because we have been short staffed. It was my responsibility to get help sooner. I should have made sure another sector was opened; regardless of staffing.

Title: TUL APCH CTLR EXPERIENCED OPERROR AT 10000 FT WITH DEP AND ARR ACFT WHEN FAILING TO RESTRICT DEP BELOW ARR ACFT.

I GOT VERY BUSY VERY QUICKLY AND THE C525 CLBED VERY RAPIDLY; 9000 FT IN 15 MI; AND WHEN I AMENDED HIS (C525) ALT TO 9000 FT HE WAS ALREADY AT 8700 FT. THE 2 ACFT PASSED ABOUT 2 1/2 MI APART AND 600 FT VERT. THE SUPVR IN THE TRACON WAS LEAVING THE SECTORS COMBINED LONGER BECAUSE WE HAVE BEEN SHORT STAFFED. IT WAS MY RESPONSIBILITY TO GET HELP SOONER. I SHOULD HAVE MADE SURE ANOTHER SECTOR WAS OPENED; REGARDLESS OF STAFFING.
