Narrative:
We are typically on our parallel runways; but due to strong xwinds we went to the intersecting runway. I was withholding clearance to land on runway 12 because I was utilizing tiph for numerous departures and other priority traffic prevented me from issuing a landing clearance to the C172 on final and they executed a go around.

Narrative: WE ARE TYPICALLY ON OUR PARALLEL RWYS; BUT DUE TO STRONG XWINDS WE WENT TO THE INTERSECTING RWY.
