Narrative:

Upon arriving the iad area; ATIS was calling for the visual approach into runway 1R. Me bing the flying pilot; the captain set up the FMS for runway 1R. Once we got closer; ptc approach told us to expect the visual for runway 1L. I quickly switched the localizer frequency from runway 1R to runway 1L so that I would not capture the wrong localizer upon being cleared for the approach. Once ptc approach cleared us for the approach and told us to contact tower; I made the localizer frequency active and commenced the approach. The captain forgot we were cleared for runway 1L and thought I had not intercepted the localizer for runway 1R; and spun heading bug approximately 30 degrees to the right to capture a false localizer. Immediately; I questioned what he was doing and clicked off the autoplt to hurry up and attempt to get established on the correct localizer so that I could get the aircraft in a stable position to land. Well; through the commotion; the captain had switched frequency to contact tower but put the wrong frequency in. The frequency was quiet but my focus was on trying to get the plane stable to make a safe landing. To give the captain credit; I was and still am fresh off of IOE and the captain felt he needed to talk me through capturing the localizer to runway 1L. It was during this time frame where we completely forgot to contact tower. I had realized that we were not cleared to land right as I had transferred the controls to him so that he could taxi us off the runway. Once we were clear of the runway; iad ground gave us a phone number to contact. The captain contacted the tower in iad; and from there I know not much more. What will be done to prevent a recurrence of my situation is discuss any changes that approach or center might give us with the captain so that we both are comfortable with the change. I also will double verify that I am from now on; 'cleared' to land before putting the aircraft on the ground. What I should have done was gone around and questioned tower on whether or not we were cleared.

IMMEDIATELY; I QUESTIONED WHAT HE WAS DOING AND CLICKED OFF THE AUTOPLT TO HURRY UP AND ATTEMPT TO GET ESTABLISHED ON THE CORRECT LOC SO THAT I COULD GET THE ACFT IN A STABLE POSITION TO LAND. WELL; THROUGH THE COMMOTION; THE CAPT HAD SWITCHED FREQ TO CONTACT TWR BUT PUT THE WRONG FREQ IN. THE FREQ WAS QUIET BUT MY FOCUS WAS ON TRYING TO GET THE PLANE STABLE TO MAKE A SAFE LNDG. TO GIVE THE CAPT CREDIT; I WAS AND STILL AM FRESH OFF OF IOE AND THE CAPT FELT HE NEEDED TO TALK ME THROUGH CAPTURING THE LOC TO RWY 1L. IT WAS DURING THIS TIME FRAME WHERE WE COMPLETELY FORGOT TO CONTACT TWR. I HAD REALIZED THAT WE WERE NOT CLRED TO LAND RIGHT AS I HAD TRANSFERRED THE CTLS TO HIM SO THAT HE COULD TAXI US OFF THE RWY. ONCE WE WERE CLR OF THE RWY; IAD GND GAVE US A PHONE NUMBER TO CONTACT. THE CAPT CONTACTED THE TWR IN IAD; AND FROM THERE I KNOW NOT MUCH MORE. WHAT WILL BE DONE TO PREVENT A RECURRENCE OF MY SITUATION IS DISCUSS ANY CHANGES THAT APCH OR CTR MIGHT GIVE US WITH THE CAPT SO THAT WE BOTH ARE COMFORTABLE WITH THE CHANGE. I ALSO WILL DOUBLE VERIFY THAT I AM FROM NOW ON; 'CLRED' TO LAND BEFORE PUTTING THE ACFT ON THE GND. WHAT I SHOULD HAVE DONE WAS GONE AROUND AND QUESTIONED TWR ON WHETHER OR NOT WE WERE CLRED.
