Narrative:
It was anything but a routine ILS approach, overcast, ice, turbulence, heavy crosswind and fatigue as a human factor when the autoplt failed to lock properly on the localizer. I therefore disengaged the autoplt (as the PF) and applied the appropriate corrections. In trying to catch up, both crew members got caught up in getting on the profile when the next thing we knew, we were on the ground and neither of us could remember if we were cleared to land. When we queried the controller (tower), he said cleared to land and taxi to the terminal. Some contributing factors were an early duty time of early am local time, an uncooperative ground crew causing frustration amongst the crew members, the WX (which was beyond our control). I think that some underlying factors stem from within the company ranging from poor scheduling practices, poor pay scale, company threats during this time of new contract negotiations, treating crew members as inferior or second class citizens, poor upper level management which is the root of the stem. They causing poor morale for the pilot group which is indeed the companies intentions. I think that if the company valued its crew members more, output would be a lot greater. Supplemental information from acn 197448. Practices such as rerouting, or junior manning crews are common. No time for required meals as recommended by the medical association is common procedure. The body cannot function on rest alone. The physiological demands required in this profession are not respected by the regional carriers management.

Title: COMMUTER ACFT LANDS WITHOUT CLRNC.
Narrative: IT WAS ANYTHING BUT A ROUTINE ILS APCH, OVCST, ICE, TURB, HEAVY XWIND AND FATIGUE AS A HUMAN FACTOR WHEN THE AUTOPLT FAILED TO LOCK PROPERLY ON THE LOC.
