Narrative:
Without notice to controllers at iad tower; the in console RVR (runway visual range) display equipment was taken OTS and the display of RVR values was relegated to the RVR display panel integrated with the ace-ids (electronic touch screen display of airport status and information). There was no briefing item from management. There has been no training on the use of the ids RVR panel since prior to the iad-pct split in 2002. Many controllers that arrived after 2002 have received no training on use of the ids RVR control panel. There is question as to whether the RVR display in the ids is certified for use by ATC. The ids RVR panel is fixed in size and based upon which runways are displayed. The RVR panel obscures important information displayed on the main pages of the ids. The panel is movable but there is nowhere on the ids screen that the panel can be placed with an unobscured view of important information. Requesting return of hardwired RVR equipment to current tower until commissioning of new tower. Institute training on ids RVR panel and ids profiles. Verify legality of RVR panel display in ids for use by ATC. Modify ids pages to accommodate RVR panel without obscuring needed status information.

Narrative: WITHOUT NOTICE TO CTLRS AT IAD TWR; THE IN CONSOLE RVR (RWY VISUAL RANGE) DISPLAY EQUIP WAS TAKEN OTS AND THE DISPLAY OF RVR VALUES WAS RELEGATED TO THE RVR DISPLAY PANEL INTEGRATED WITH THE ACE-IDS (ELECTRONIC TOUCH SCREEN DISPLAY OF ARPT STATUS AND INFO). THERE WAS NO BRIEFING ITEM FROM MGMNT. THERE HAS BEEN NO TRAINING ON THE USE OF THE IDS RVR PANEL SINCE PRIOR TO THE IAD-PCT SPLIT IN 2002. MANY CTLRS THAT ARRIVED AFTER 2002 HAVE RECEIVED NO TRAINING ON USE OF THE IDS RVR CTL PANEL. THERE IS QUESTION AS TO WHETHER THE RVR DISPLAY IN THE IDS IS CERTIFIED FOR USE BY ATC.
