Narrative:
Air carrier has not implemented an inspection program to prevent trapped water and de-icing fluids in the aft section of the fuselage. My report was submitted on a wed january 2006 flight; wherein the 10 MM drain mast had clogged; trapping 75 gallons of fluid. There is an ad out for corrosion in the aft fuselage join area; aft of the aft pressure bulkhead. The problem continues.callback conversation with reporter revealed the following information: reporter stated that with the cold WX he has again seen the same condition exist that was reported previously. The reporter continues to believe that more frequent inspections are necessary to relieve the drain mast ice blocks and decrease both the adverse weight and balance effect and help decrease the possibility of corrosion.

Title: ICE/WATER ACCUMULATES IN A300/A310 AFT EMPENNAGE DURING COLD WX.
Narrative: ACR HAS NOT IMPLEMENTED AN INSPECTION PROGRAM TO PREVENT TRAPPED WATER AND DE-ICING FLUIDS IN THE AFT SECTION OF THE FUSELAGE. THE RPTR CONTINUES TO BELIEVE THAT MORE FREQUENT INSPECTIONS ARE NECESSARY TO RELIEVE THE DRAIN MAST ICE BLOCKS AND DECREASE BOTH THE ADVERSE WT AND BALANCE EFFECT AND HELP DECREASE THE POSSIBILITY OF CORROSION.
