Narrative:
This situation involved the uret tool. Traffic was moderately busy; with some holding. There was a handoff controller also at the position. Several times during the session; coordination issues arose due to the uret tool. Since its use began at ZNY over 1 yr ago; the FAA has not developed any standard procedures for the use of this tool. When traffic gets busy; we must rely solely on the verbal passage of information between the 2 controllers at the position. There is no longer any information written or recorded. Tonight this resulted in a sector becoming much more complex than need be; simply because information was not able to be passed between controllers in an organized form. It becomes very difficult to have to remember everything being coordinated; when it used to be written on a strip with no confusion. I have been advising ZNY management of this issue since uret was first put on the control floor. ZNY management has done nothing to correct this situation.

Title: ZNY CTLR VOICED CONCERN REGARDING FUNCTIONALITY OF URET EQUIP AND CONTINUED LACK OF FAC STANDARD PROCS PERTAINING TO URET USE.
Narrative: THIS SIT INVOLVED THE URET TOOL. TFC WAS MODERATELY BUSY; WITH SOME HOLDING. THERE WAS A HDOF CTLR ALSO AT THE POS. SEVERAL TIMES DURING THE SESSION; COORD ISSUES AROSE DUE TO THE URET TOOL. SINCE ITS USE BEGAN AT ZNY OVER 1 YR AGO; THE FAA HAS NOT DEVELOPED ANY STANDARD PROCS FOR THE USE OF THIS TOOL. WHEN TFC GETS BUSY; WE MUST RELY SOLELY ON THE VERBAL PASSAGE OF INFO BTWN THE 2 CTLRS AT THE POS. THERE IS NO LONGER ANY INFO WRITTEN OR RECORDED. TONIGHT THIS RESULTED IN A SECTOR BECOMING MUCH MORE COMPLEX THAN NEED BE; SIMPLY BECAUSE INFO WAS NOT ABLE TO BE PASSED BTWN CTLRS IN AN ORGANIZED FORM. IT BECOMES VERY DIFFICULT TO HAVE TO REMEMBER EVERYTHING BEING COORDINATED; WHEN IT USED TO BE WRITTEN ON A STRIP WITH NO CONFUSION. I HAVE BEEN ADVISING ZNY MGMNT OF THIS ISSUE SINCE URET WAS FIRST PUT ON THE CTL FLOOR. ZNY MGMNT HAS DONE NOTHING TO CORRECT THIS SIT.
