Narrative:
I think that the tmu position pushing the in-trail to atl to 15 mi in a late and unnecessary action; then within a couple of mins after being questioned; realizing we were now holding; made a correction and said do whatever you have to do stay out of holding. This made both sectors scramble to comply with those instructions. This caused such a frenzy of activity with workloads exponentially increasing. This makes controling traffic safely very difficult at best; just keeping up with the traffic is a struggle.

Title: ZTL CTLR PROVIDING OJT EXPERIENCED CONFLICT AT FL250 WHEN TMU REQUESTED NO HOLDING DURING BUSY ATL ARR RUSH.
Narrative: I THINK THAT THE TMU POS PUSHING THE IN-TRAIL TO ATL TO 15 MI IN A LATE AND UNNECESSARY ACTION; THEN WITHIN A COUPLE OF MINS AFTER BEING QUESTIONED; REALIZING WE WERE NOW HOLDING; MADE A CORRECTION AND SAID DO WHATEVER YOU HAVE TO DO STAY OUT OF HOLDING. THIS MADE BOTH SECTORS SCRAMBLE TO COMPLY WITH THOSE INSTRUCTIONS. THIS CAUSED SUCH A FRENZY OF ACTIVITY WITH WORKLOADS EXPONENTIALLY INCREASING. THIS MAKES CTLING TFC SAFELY VERY DIFFICULT AT BEST; JUST KEEPING UP WITH THE TFC IS A STRUGGLE.
