Narrative:
We had just switched to darc. Apparently; someone encoded something wrong; because instead of flushing out the flight plans; uret deleted all flight plans before they could be copied. We were rushing around between the areas looking for flight plan information and/or having to get flight plan information from the aircraft. There were international flts involved. One proposed flight; in particular; was delayed because of flight plan problems. Atl tower wouldn't issue a clearance. A80 wouldn't issue a clearance. They called the smic and asked that east departure issue the clearance. The controller told the supervisor he would not issue a clearance outside of his airspace. I haven't encountered problems like this before. This needs to be researched and whatever caused these problems needs to be corrected.

Title: ZTL CTLR DESCRIBED TRANSITION TO DARC EQUIP WHEN ALL FLT PLAN INFO WAS DELETED ALLEGEDLY BECAUSE OF IMPROPER CODING PREPARATION.
Narrative: WE HAD JUST SWITCHED TO DARC. APPARENTLY; SOMEONE ENCODED SOMETHING WRONG; BECAUSE INSTEAD OF FLUSHING OUT THE FLT PLANS; URET DELETED ALL FLT PLANS BEFORE THEY COULD BE COPIED. ONE PROPOSED FLT; IN PARTICULAR; WAS DELAYED BECAUSE OF FLT PLAN PROBS. ATL TWR WOULDN'T ISSUE A CLRNC. A80 WOULDN'T ISSUE A CLRNC. THEY CALLED THE SMIC AND ASKED THAT E DEP ISSUE THE CLRNC. THE CTLR TOLD THE SUPVR HE WOULD NOT ISSUE A CLRNC OUTSIDE OF HIS AIRSPACE. I HAVEN'T ENCOUNTERED PROBS LIKE THIS BEFORE. THIS NEEDS TO BE RESEARCHED AND WHATEVER CAUSED THESE PROBS NEEDS TO BE CORRECTED.
