Narrative:
Pilot contacted ATC on approach frequency requesting to file an IFR flight plan from sgf to mississippi. Said he called FSS but was put on hold for over 1/2 hour and could not get them to file a flight plan for him. We filed the flight plan and gave the clearance.

Title: SGF CTLR DESCRIBED A PLT COMPLAINT REGARDING LACK OF SERVICE PROVIDED BY FSS WITH REGARD TO IFR FLIGHT PLAN FILING.
Narrative: PLT CONTACTED ATC ON APCH FREQ REQUESTING TO FILE AN IFR FLT PLAN FROM SGF TO MISSISSIPPI. SAID HE CALLED FSS BUT WAS PUT ON HOLD FOR OVER 1/2 HR AND COULD NOT GET THEM TO FILE A FLT PLAN FOR HIM. WE FILED THE FLT PLAN AND GAVE THE CLRNC.
