Narrative:
Aircraft called airborne off of ver requesting that we file an IFR flight plan for him. Said he tried for several mins and several times to call FSS to file the flight plan but no one answered the phone. We filed the flight plan and issued the clearance.

Title: SGF CTLR RELAYED A PLT COMPLIANT REGARDING LACK OF SERVICE PROVIDED BY FSS WITH REGARD TO FLT PLAN FILING.
Narrative: ACFT CALLED AIRBORNE OFF OF VER REQUESTING THAT WE FILE AN IFR FLT PLAN FOR HIM. SAID HE TRIED FOR SEVERAL MINS AND SEVERAL TIMES TO CALL FSS TO FILE THE FLT PLAN BUT NO ONE ANSWERED THE PHONE. WE FILED THE FLT PLAN AND ISSUED THE CLRNC.
