Narrative:
Throttles were advanced and EPR was called for. EPR and autothrust did not engage. Thrust was 'pushed up' to the 'carrot' indicator on the EPR gages manually. Required EPR for takeoff was 1.61 and maximum EPR was 1.70. The 'carrot' on the EPR gauge was indicating 1.51. At 60 KTS captain noticed that EPR was 1.51 and noting difference between required EPR of 1.61 increased thrust to the EPR limit indicator. When thrust was increased to the limit indicator; EPR was showing only 1.60 on both engines; egt on left engine was 838 and right was 808. Noting that maximum thrust of 1.70 was not being produced we rejected the takeoff at approximately 85 KTS. First officer notified the tower of reject; taxied off the runway and complied with air carrier notification procedures for flight attendant and passenger. While trying to coordinate with maintenance; gate; the flight attendants and operations; we missed a call from ground control to hold our position. We taxied to the gate and were met by maintenance. Maximum to thrust was unable to be achieved.

Title: B757-200 FLT CREW REPORTS INABILITY TO ACHIEVE PLANED THRUST DURING TKOF FROM PHX WITH ENSUING REJECTED TKOF.
Narrative: THROTTLES WERE ADVANCED AND EPR WAS CALLED FOR. EPR AND AUTOTHRUST DID NOT ENGAGE. THRUST WAS 'PUSHED UP' TO THE 'CARROT' INDICATOR ON THE EPR GAGES MANUALLY. WHILE TRYING TO COORDINATE WITH MAINT; GATE; THE FLT ATTENDANTS AND OPS; WE MISSED A CALL FROM GND CTL TO HOLD OUR POS. WE TAXIED TO THE GATE AND WERE MET BY MAINT.
