Narrative:

I was working approach control radar combined with about 7 aircraft on frequency. I was called by this aircraft who had departed the uncontrolled sem airport VFR and was now requesting an IFR clearance to texas. No flight plan was stored. I had to take my attention away from other aircraft to copy an IFR flight plan and listen to the pilot grumble about the inadequacy of FSS. He said that he had filed the flight plan through jackson AFSS. While I was copying the flight plan and having it entered in the computer; the aircraft was flying; unidented at 250 KTS and entering the next sector. By the time we got a squawk code and issued it to the pilot; he was 5 mi into the next sector requiring additional coordination. The FAA doesn't have enough ATC controllers on duty to do our job plus FSS's job safely.

Title: MGM CTLR EXPRESSED CONCERN REGARDING LACK OF FSS RESPONSIVENESS IN FILING IFR FLT PLANS AND RESULTING DISTRS/INCREASING WORKLOAD ISSUES.

Narrative: I WAS WORKING APCH CTL RADAR COMBINED WITH ABOUT 7 ACFT ON FREQ. I WAS CALLED BY THIS ACFT WHO HAD DEPARTED THE UNCTLED SEM ARPT VFR AND WAS NOW REQUESTING AN IFR CLRNC TO TEXAS. NO FLT PLAN WAS STORED. I HAD TO TAKE MY ATTN AWAY FROM OTHER ACFT TO COPY AN IFR FLT PLAN AND LISTEN TO THE PLT GRUMBLE ABOUT THE INADEQUACY OF FSS. HE SAID THAT HE HAD FILED THE FLT PLAN THROUGH JACKSON AFSS. WHILE I WAS COPYING THE FLT PLAN AND HAVING IT ENTERED IN THE COMPUTER; THE ACFT WAS FLYING; UNIDENTED AT 250 KTS AND ENTERING THE NEXT SECTOR. BY THE TIME WE GOT A SQUAWK CODE AND ISSUED IT TO THE PLT; HE WAS 5 MI INTO THE NEXT SECTOR REQUIRING ADDITIONAL COORD. THE FAA DOESN'T HAVE ENOUGH ATC CTLRS ON DUTY TO DO OUR JOB PLUS FSS'S JOB SAFELY.
