Narrative:

ATIS was specifying visual approach in use to runway 25; departures on runway 20 and 25. Norfolk approach gave me vectors for the visual to runway 25. When I contacted phf tower; they told me runway 20 and follow a cessna on short final. At my position and altitude there was no way to accomplish that and they cleared me to land runway 25. There was an obvious disconnect between the tower and approach on what the active runway was. Even VFR pilots getting the ATIS would have set up for the wrong runway.

Title: C177 PLT EXPECTING RWY 25 AT PHF FOR LNDG IS CLRED TO LAND ON RWY 20. PLT IS UNABLE RWY 20 AND TWR CHANGES BACK TO RWY 25.

Narrative: ATIS WAS SPECIFYING VISUAL APCH IN USE TO RWY 25; DEPARTURES ON RWY 20 AND 25. NORFOLK APCH GAVE ME VECTORS FOR THE VISUAL TO RWY 25. WHEN I CONTACTED PHF TOWER; THEY TOLD ME RWY 20 AND FOLLOW A CESSNA ON SHORT FINAL. AT MY POSITION AND ALTITUDE THERE WAS NO WAY TO ACCOMPLISH THAT AND THEY CLRED ME TO LAND RWY 25. THERE WAS AN OBVIOUS DISCONNECT BETWEEN THE TOWER AND APCH ON WHAT THE ACTIVE RWY WAS. EVEN VFR PLTS GETTING THE ATIS WOULD HAVE SET UP FOR THE WRONG RWY.
