Narrative:

Aircraft X went missed approach and was in a northbound turn 2 mi north of the control tower. The supervisor instructed me to clear aircraft Y for takeoff on runway 10L. I did. Then I observed the aircraft X turn back eastbound which was runway heading. As aircraft Y rotated I observed aircraft X turn sbound and descend crossing the departure corridor. The supervisor instructed me to stop aircraft Y at 2000 ft; but aircraft X was descending through 2400 ft. The south local controller suggested 1500 ft and the supervisor agreed; so I stopped aircraft Y at 1500 ft and I issued traffic. They were about 500 ft apart.

Title: PDX LCL CTLR DESCRIBED INCIDENT AT 1500 WHEN IFR CESSNA FAILED TO COMPLY WITH PUBLISHED MISSED APCH AND CONFLICTED WITH SUBSEQUENT IFR ACR DEP.

Narrative: ACFT X WENT MISSED APCH AND WAS IN A NBOUND TURN 2 MI N OF THE CTL TWR. THE SUPVR INSTRUCTED ME TO CLR ACFT Y FOR TKOF ON RWY 10L. I DID. THEN I OBSERVED THE ACFT X TURN BACK EBOUND WHICH WAS RWY HDG. AS ACFT Y ROTATED I OBSERVED ACFT X TURN SBOUND AND DSND XING THE DEP CORRIDOR. THE SUPVR INSTRUCTED ME TO STOP ACFT Y AT 2000 FT; BUT ACFT X WAS DSNDING THROUGH 2400 FT. THE S LCL CTLR SUGGESTED 1500 FT AND THE SUPVR AGREED; SO I STOPPED ACFT Y AT 1500 FT AND I ISSUED TFC. THEY WERE ABOUT 500 FT APART.
