Narrative:
Air carrier X reduced speed to 270 KTS without advising center. We were 5 mi in trail to atl and I had an aircraft behind him doing 320 KTS. I nearly had an operational error. Air carrier X has been trying to self flow themselves into atlanta without advising ATC. Air carrier X doesn't consider other carriers when they do this and it's becoming dangerous. The FAA knows and also won't do anything.

Title: ZTL CTLR DESCRIBED INCIDENT WHEN ACR FAILED TO ADVISED CENTER OF SPEED REDUCTION WHILE IN LINE WITH MINIMAL SEPARATION FOR ATL.
Narrative: ACR X REDUCED SPD TO 270 KTS WITHOUT ADVISING CTR. WE WERE 5 MI IN TRAIL TO ATL AND I HAD AN ACFT BEHIND HIM DOING 320 KTS. I NEARLY HAD AN OPERROR. ACR X HAS BEEN TRYING TO SELF FLOW THEMSELVES INTO ATLANTA WITHOUT ADVISING ATC. ACR X DOESN'T CONSIDER OTHER CARRIERS WHEN THEY DO THIS AND IT'S BECOMING DANGEROUS. THE FAA KNOWS AND ALSO WON'T DO ANYTHING.
