Narrative:

The problem arose when management made the decision to use cenrap with possibility of WX (the opportunity to do so with maintenance WX was available). I was advised via position briefing there was WX to the west that aircraft had deviated around. We had no WX radar capabilities due to being in cenrap (no primaries). I didn't have any aircraft that had to deviate and I just advised them of PIREPS and previous deviations. It would have been better to have been on cenrap on another day. No WX through the day. With WX moving in but the controller in charge input was not taken under consideration.

Narrative: THE PROB AROSE WHEN MGMNT MADE THE DECISION TO USE CENRAP WITH POSSIBILITY OF WX (THE OPPORTUNITY TO DO SO WITH MAINT WX WAS AVAILABLE). I WAS ADVISED VIA POS BRIEFING THERE WAS WX TO THE W THAT ACFT HAD DEVIATED AROUND. WE HAD NO WX RADAR CAPABILITIES DUE TO BEING IN CENRAP (NO PRIMARIES). I DIDN'T HAVE ANY ACFT THAT HAD TO DEVIATE AND I JUST ADVISED THEM OF PIREPS AND PREVIOUS DEVS. IT WOULD HAVE BEEN BETTER TO HAVE BEEN ON CENRAP ON ANOTHER DAY. NO WX THROUGH THE DAY. WITH WX MOVING IN BUT THE CIC INPUT WAS NOT TAKEN UNDER CONSIDERATION.
