Narrative:
B717 inbound to atl reduced his speed to 270 KTS without telling the controller or asking for a speed reduction. This has happened several times over the past 6 months. Several air carrier's have been involved. The FAA has allowed the air carrier's to do this; reduce their airspeed without telling a controller. The logic of the FAA is that will help the air carrier's save fuel. This is not safe. Yesterday I had 10 aircraft behind B717. The jet behind B717 came within 6 mi before I noticed what B717 had done. We had WX in the sector with many aircraft deviating. This policy is 'betting on the come' that an air traffic controller will catch the change. ZTL is the busiest facility in the world and we are entering thunderstorm season. The chance that a controller will miss something is great.

Title: ZTL CTLR DESCRIBED INCIDENT WHEN ATL ARR SLOWED WITHOUT ADVISING ATC; CAUSING A POTENTIAL CONFLICT WITH SUCCEEDING TFC.
Narrative: B717 INBOUND TO ATL REDUCED HIS SPD TO 270 KTS WITHOUT TELLING THE CTLR OR ASKING FOR A SPD REDUCTION. THIS HAS HAPPENED SEVERAL TIMES OVER THE PAST 6 MONTHS. SEVERAL ACR'S HAVE BEEN INVOLVED. THE FAA HAS ALLOWED THE ACR'S TO DO THIS; REDUCE THEIR AIRSPD WITHOUT TELLING A CTLR. THE LOGIC OF THE FAA IS THAT WILL HELP THE ACR'S SAVE FUEL. THIS IS NOT SAFE.
