Narrative:
On the night of the situation; preflight; planning; and start up were all normal as per company procedures and aircraft procedures. My first officer and I were on the ground at btv. It was XA20 local time and tower was closed. So we glanced at the airport diagram and started to taxi on the CTAF frequency stating our position and route to taxi from the fixed base operator on the southwest side of the airport to runway 33. My first officer directed me to taxi north on taxiway a and stated over the CTAF of our intentions. As we approached runway 33 I questioned his; my first officer; directions. He stated; yes to crossing runway 33 and approach end of runway 19. So we crossed the runways at intersection a and echo and then taxied south on taxiway D to hold short of runway 33 for landing traffic. As we were holding short of runway 33 my first officer informed the that there was a security vehicle with police type lights on; in the grass on the right side of the aircraft. He was in the clearway of the runway 33 grass area. We then called airport operations on the CTAF; to question why he was there. Airport operations asked where are we and how had we got there. He then informed us that we had taxied onto air national guard txwys and we were not suppose to be on the east side the field; and it was closed to civilian operations. We had airport operations contact the national guard security vehicle and explain that we did not see that on the govt charts airport diagram; that the txwys on the east side were closed to civilian operations. Airport operations explained to the security vehicle and; then called us back on CTAF and told us that we were cleared to leave taxiway D on to runway 33 and cleared to depart. We took off and continued our flight without further incident. En route we checked the airport facility directory notes on btv and after reading it twice more; finally noticed a little note in the middle of a large paragraph that stated 'taxiway B;D;F;east closed to civil operations aircraft;' my first officer and I had realized what we had done. In my flying experience I had never seen anything like this in my experience; it was the first time operating at btv at night and had only been there once before during the day; when it was controled. We saw no notes on the ground; no signs on the west side of the field that would indicate we were taxing onto air national guard property and no airport markings either that would indicate we were prohibited from entering to that portion of the field. There are also no notes on the airport diagrams in the govt approach plates or on the diagram in the AFD. In my recommendation there should be notes added to these airport diagrams or airport markings added to the field.callback conversation with reporter revealed the following information: pilot stated that none of the flight crewsouth available charts indicated an ANG ramp closure. After the fact the crew was only able to determine the ramp incursion by talking with airport operations and later reading the us airport facilities guide.

Title: A FALCON 20 PILOT REPORTS TAXIING ON A BTV ANG RAMP DURING CTAF OPERATIONS BECAUSE NO CHART WARNINGS INDICATED CIVILIAN ACFT WERE PROHIBITED FROM ACCESS.
Narrative: ON THE NIGHT OF THE SITUATION; PREFLT; PLANNING; AND START UP WERE ALL NORMAL AS PER COMPANY PROCS AND ACFT PROCS. MY FIRST OFFICER AND I WERE ON THE GND AT BTV. IT WAS XA20 LCL TIME AND TWR WAS CLOSED. SO WE GLANCED AT THE ARPT DIAGRAM AND STARTED TO TAXI ON THE CTAF FREQ STATING OUR POSITION AND RTE TO TAXI FROM THE FIXED BASE OPERATOR ON THE SW SIDE OF THE ARPT TO RWY 33. MY FO DIRECTED ME TO TAXI N ON TXWY A AND STATED OVER THE CTAF OF OUR INTENTIONS. AS WE APCHED RWY 33 I QUESTIONED HIS; MY FO; DIRECTIONS. HE STATED; YES TO CROSSING RWY 33 AND APCH END OF RWY 19. SO WE CROSSED THE RWYS AT INTXN A AND ECHO AND THEN TAXIED S ON TXWY D TO HOLD SHORT OF RWY 33 FOR LNDG TFC. AS WE WERE HOLDING SHORT OF RWY 33 MY FO INFORMED THE THAT THERE WAS A SECURITY VEHICLE WITH POLICE TYPE LIGHTS ON; IN THE GRASS ON THE R SIDE OF THE ACFT. HE WAS IN THE CLEARWAY OF THE RWY 33 GRASS AREA. WE THEN CALLED ARPT OPS ON THE CTAF; TO QUESTION WHY HE WAS THERE. ARPT OPS ASKED WHERE ARE WE AND HOW HAD WE GOT THERE. HE THEN INFORMED US THAT WE HAD TAXIED ONTO AIR NATIONAL GUARD TXWYS AND WE WERE NOT SUPPOSE TO BE ON THE E SIDE THE FIELD; AND IT WAS CLOSED TO CIVILIAN OPS. WE HAD ARPT OPS CONTACT THE NATIONAL GUARD SECURITY VEHICLE AND EXPLAIN THAT WE DID NOT SEE THAT ON THE GOVT CHARTS ARPT DIAGRAM; THAT THE TXWYS ON THE E SIDE WERE CLOSED TO CIVILIAN OPS. ARPT OPS EXPLAINED TO THE SECURITY VEHICLE AND; THEN CALLED US BACK ON CTAF AND TOLD US THAT WE WERE CLRED TO LEAVE TXWY D ON TO RWY 33 AND CLRED TO DEPART. WE TOOK OFF AND CONTINUED OUR FLT WITHOUT FURTHER INCIDENT. ENRTE WE CHKED THE ARPT FACILITY DIRECTORY NOTES ON BTV AND AFTER READING IT TWICE MORE; FINALLY NOTICED A LITTLE NOTE IN THE MIDDLE OF A LARGE PARAGRAPH THAT STATED 'TXWY B;D;F;E CLOSED TO CIVIL OPS ACFT;' MY FO AND I HAD REALIZED WHAT WE HAD DONE. IN MY FLYING EXPERIENCE I HAD NEVER SEEN ANYTHING LIKE THIS IN MY EXPERIENCE; IT WAS THE FIRST TIME OPERATING AT BTV AT NIGHT AND HAD ONLY BEEN THERE ONCE BEFORE DURING THE DAY; WHEN IT WAS CTLED. WE SAW NO NOTES ON THE GND; NO SIGNS ON THE W SIDE OF THE FIELD THAT WOULD INDICATE WE WERE TAXING ONTO AIR NATIONAL GUARD PROPERTY AND NO ARPT MARKINGS EITHER THAT WOULD INDICATE WE WERE PROHIBITED FROM ENTERING TO THAT PORTION OF THE FIELD. THERE ARE ALSO NO NOTES ON THE ARPT DIAGRAMS IN THE GOVT APCH PLATES OR ON THE DIAGRAM IN THE AFD. IN MY RECOMMENDATION THERE SHOULD BE NOTES ADDED TO THESE ARPT DIAGRAMS OR ARPT MARKINGS ADDED TO THE FIELD.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: PILOT STATED THAT NONE OF THE FLT CREWS AVAILABLE CHARTS INDICATED AN ANG RAMP CLOSURE. AFTER THE FACT THE CREW WAS ONLY ABLE TO DETERMINE THE RAMP INCURSION BY TALKING WITH ARPT OPS AND LATER READING THE US ARPT FACILITIES GUIDE.
