Narrative:
After pushback; salute and release from guidance; with both engines running; and just prior to beginning out taxi; a ramper came running out to the airplane. Both the captain and I were extremely alarmed by this as it was not procedure and very dangerous. The ramper contacted us via the interphone and said he had hazmat paperwork for us. I immediately shut down the #2 engine for safety reasons and the captain told the ramper to get away from the aircraft. The ramper said he was going to get a belt loader and bring the paperwork to the window. Next thing we know the ramper; a belt loader; 2 other vehicles and about 5 other rampers drove up to the left side of the aircraft in front of the #1 engine which was running. We attempted to signal them to get away from the airplane; but they continued and when they contacted us through the interphone again we told them to get away and contact us on the radio. Eventually we made contact with a supervisor who monitored the paperwork exchange through the right side window.

Title: A320 FO REPORTS HAZARDOUS MOVEMENTS BY GND CREW IN FRONT OF RUNNING ENGINES AFTER BEING RELEASED FOR TAXI.
Narrative: AFTER PUSHBACK; SALUTE AND RELEASE FROM GUIDANCE; WITH BOTH ENGS RUNNING; AND JUST PRIOR TO BEGINNING OUT TAXI; A RAMPER CAME RUNNING OUT TO THE AIRPLANE. BOTH THE CAPT AND I WERE EXTREMELY ALARMED BY THIS AS IT WAS NOT PROC AND VERY DANGEROUS. THE RAMPER CONTACTED US VIA THE INTERPHONE AND SAID HE HAD HAZMAT PAPERWORK FOR US. I IMMEDIATELY SHUT DOWN THE #2 ENG FOR SAFETY REASONS AND THE CAPT TOLD THE RAMPER TO GET AWAY FROM THE ACFT. THE RAMPER SAID HE WAS GOING TO GET A BELT LOADER AND BRING THE PAPERWORK TO THE WINDOW. NEXT THING WE KNOW THE RAMPER; A BELT LOADER; 2 OTHER VEHICLES AND ABOUT 5 OTHER RAMPERS DROVE UP TO THE L SIDE OF THE ACFT IN FRONT OF THE #1 ENG WHICH WAS RUNNING. WE ATTEMPTED TO SIGNAL THEM TO GET AWAY FROM THE AIRPLANE; BUT THEY CONTINUED AND WHEN THEY CONTACTED US THROUGH THE INTERPHONE AGAIN WE TOLD THEM TO GET AWAY AND CONTACT US ON THE RADIO. EVENTUALLY WE MADE CONTACT WITH A SUPVR WHO MONITORED THE PAPERWORK EXCHANGE THROUGH THE R SIDE WINDOW.
