Narrative:
Hydraulic system #4 losing fluid; followed 2 checklists to stop hydraulic #4 quantity loss. Finally stabilized; prepared dispatch for possible need for tow in dulles after landing if gear down does not provide more hydraulic #4 fluid. Fluid increase with gear down. Fire department finds leak on gear. No tug ever appeared from air carrier in event we needed it as requested. Taxi to gate with hydraulic #4 being closely monitored and fluid quantity holding at 50% and good brakes and full accumulator pressure; same as when gear extended. Junk on ramp at gate inside red boundary lines. Stopped taxi despite waving wands wanting us to proceed; made them move equipment then parked. Previous problems with this plane weeks ago losing hydraulic #4 fluid; still not repaired.

Title: B747-400 EXPERIENCING LOSS OF SYSTEM 4 HYDRAULIC QUANTITY IS UNABLE TO AROUSE INTEREST IN THEIR PROBLEM WITH GND CREWS AT DESTINATION.
Narrative: HYD SYS #4 LOSING FLUID; FOLLOWED 2 CHKLISTS TO STOP HYD #4 QUANTITY LOSS. FINALLY STABILIZED; PREPARED DISPATCH FOR POSSIBLE NEED FOR TOW IN DULLES AFTER LNDG IF GEAR DOWN DOES NOT PROVIDE MORE HYD #4 FLUID. FLUID INCREASE WITH GEAR DOWN. FIRE DEPT FINDS LEAK ON GEAR. NO TUG EVER APPEARED FROM ACR IN EVENT WE NEEDED IT AS REQUESTED. TAXI TO GATE WITH HYD #4 BEING CLOSELY MONITORED AND FLUID QUANTITY HOLDING AT 50% AND GOOD BRAKES AND FULL ACCUMULATOR PRESSURE; SAME AS WHEN GEAR EXTENDED.
