Narrative:
Southern california TRACON (sct) san diego area. In july we received a notice from our operational manager entitled: 'NOTAM GPS unreliable 7 NM radius mzb 011 degree radial 16 NM.' this notice was apparently sent to us at sct from los angeles ARTCC. This GPS outage affects 5 different GPS approachs that are in use daily. We have been told by FAA management not to use these approachs. To date there is no NOTAM published to advise the flying public that a GPS outage is occurring. Not only is this a safety hazard; but an added workload for controllers who have to continually explain why the affected approachs are not available. No one in management can explain why there isn't a NOTAM in place; nor do they seem to know who is responsible for the outage. If a GPS signal degradation is going to occur for almost 6 months; that will affect numerous ATC procedures; it would seem that proper coordination and a NOTAM would be appropriate. This is an unsafe situation.

Title: SCT CTLR VOICED CONCERN REGARDING LOCALIZED UNRELIABLE GPS SIGNAL RESULTING IN NON USE OF SEVERAL GPS APCH PROCS BUT NO NOTAM ISSUED.
Narrative: SOUTHERN CALIFORNIA TRACON (SCT) SAN DIEGO AREA. IN JULY WE RECEIVED A NOTICE FROM OUR OPERATIONAL MGR ENTITLED: 'NOTAM GPS UNRELIABLE 7 NM RADIUS MZB 011 DEG RADIAL 16 NM.' THIS NOTICE WAS APPARENTLY SENT TO US AT SCT FROM LOS ANGELES ARTCC. THIS GPS OUTAGE AFFECTS 5 DIFFERENT GPS APCHS THAT ARE IN USE DAILY. WE HAVE BEEN TOLD BY FAA MGMNT NOT TO USE THESE APCHS. TO DATE THERE IS NO NOTAM PUBLISHED TO ADVISE THE FLYING PUBLIC THAT A GPS OUTAGE IS OCCURRING. NOT ONLY IS THIS A SAFETY HAZARD; BUT AN ADDED WORKLOAD FOR CTLRS WHO HAVE TO CONTINUALLY EXPLAIN WHY THE AFFECTED APCHS ARE NOT AVAILABLE. NO ONE IN MGMNT CAN EXPLAIN WHY THERE ISN'T A NOTAM IN PLACE; NOR DO THEY SEEM TO KNOW WHO IS RESPONSIBLE FOR THE OUTAGE. IF A GPS SIGNAL DEGRADATION IS GOING TO OCCUR FOR ALMOST 6 MONTHS; THAT WILL AFFECT NUMEROUS ATC PROCS; IT WOULD SEEM THAT PROPER COORD AND A NOTAM WOULD BE APPROPRIATE. THIS IS AN UNSAFE SIT.
