Narrative:
In jul/07; management changed a sector confign from one area to another at ZTL. The hinch mountain sector received part of the old bristol sector. This new part of airspace that I took has 3 airports; 2 of which have instrument approachs; and approach control's boundary that lines the new airspace (we have never worked with tri up until now). Our area took this airspace with very minimal training. The controllers have voiced concerns; but management has refused to listen. Now several days after the forced taking of airspace has occurred; the frequency doesn't work correctly in the new part of the airspace. We at ZTL; knoxville approach; tri approach are all playing guessing games on how to work with each other. When we get an aircraft going into or out of the new airports we can't hear them half the time; and when we do we are hoping that they cancel or pick up their IFR in the air; because we don't know who to coordination with or to call. We don't know what FSS is appropriate for the airports; as they are all in different states. This is unsafe.

Title: ZTL CTLR VOICED CONCERN REGARDING NEWLY ASSIGNED AIRSPACE; FREQ PROBLEMS AND LACK OF TRAINING PRIOR TO AIRSPACE CHANGE.
Narrative: IN JUL/07; MGMNT CHANGED A SECTOR CONFIGN FROM ONE AREA TO ANOTHER AT ZTL. THE HINCH MOUNTAIN SECTOR RECEIVED PART OF THE OLD BRISTOL SECTOR. THIS NEW PART OF AIRSPACE THAT I TOOK HAS 3 ARPTS; 2 OF WHICH HAVE INST APCHS; AND APCH CTL'S BOUNDARY THAT LINES THE NEW AIRSPACE (WE HAVE NEVER WORKED WITH TRI UP UNTIL NOW). OUR AREA TOOK THIS AIRSPACE WITH VERY MINIMAL TRAINING. THE CTLRS HAVE VOICED CONCERNS; BUT MGMNT HAS REFUSED TO LISTEN. NOW SEVERAL DAYS AFTER THE FORCED TAKING OF AIRSPACE HAS OCCURRED; THE FREQ DOESN'T WORK CORRECTLY IN THE NEW PART OF THE AIRSPACE. WE AT ZTL; KNOXVILLE APCH; TRI APCH ARE ALL PLAYING GUESSING GAMES ON HOW TO WORK WITH EACH OTHER. WHEN WE GET AN ACFT GOING INTO OR OUT OF THE NEW ARPTS WE CAN'T HEAR THEM HALF THE TIME; AND WHEN WE DO WE ARE HOPING THAT THEY CANCEL OR PICK UP THEIR IFR IN THE AIR; BECAUSE WE DON'T KNOW WHO TO COORD WITH OR TO CALL. WE DON'T KNOW WHAT FSS IS APPROPRIATE FOR THE ARPTS; AS THEY ARE ALL IN DIFFERENT STATES. THIS IS UNSAFE.
