Narrative:

My aircraft was being repositioned from the north side to the south side of the uncontrolled public airport at coi. It was positioned at the '11' end of the active runway (runway 29); in the taxiway; outside of the hold short line. The aircraft radio was not turned on. There was an airplane on the runway; just having landed. Another was on final approach. I waited until the aircraft on the runway had taxied clear; opposite me. I watched the other aircraft land; and waited to see if it would taxi clear; or take off. After a period of time that I thought was sufficient for the aircraft to depart; I started onto the runway. As I crossed the centerline; I saw the other aircraft lift off. I gunned the engine; and was well clear of the runway (about 100 ft) as the other aircraft flew past my position. 2 things could have been done to prevent this incursion. 1) the aircraft radio should have been turned on; to listen to the radio traffic and/or broadcast intentions; and 2) and more important; was to wait a longer time before beginning the entry to the runway. To ascertain the final action of the aircraft having the right-of-way.

Title: AN EXPERIMENTAL ACFT PILOT WITH HIS RADIO OFF CROSSED AN ACTIVE RWY AT CTAF COI AS AN ACFT WAS DEPARTING CAUSING A NEAR COLLISION.

Narrative: MY ACFT WAS BEING REPOSITIONED FROM THE N SIDE TO THE S SIDE OF THE UNCTLED PUBLIC ARPT AT COI. IT WAS POSITIONED AT THE '11' END OF THE ACTIVE RWY (RWY 29); IN THE TXWY; OUTSIDE OF THE HOLD SHORT LINE. THE ACFT RADIO WAS NOT TURNED ON. THERE WAS AN AIRPLANE ON THE RWY; JUST HAVING LANDED. ANOTHER WAS ON FINAL APCH. I WAITED UNTIL THE ACFT ON THE RWY HAD TAXIED CLR; OPPOSITE ME. I WATCHED THE OTHER ACFT LAND; AND WAITED TO SEE IF IT WOULD TAXI CLR; OR TAKE OFF. AFTER A PERIOD OF TIME THAT I THOUGHT WAS SUFFICIENT FOR THE ACFT TO DEPART; I STARTED ONTO THE RWY. AS I CROSSED THE CTRLINE; I SAW THE OTHER ACFT LIFT OFF. I GUNNED THE ENG; AND WAS WELL CLR OF THE RWY (ABOUT 100 FT) AS THE OTHER ACFT FLEW PAST MY POS. 2 THINGS COULD HAVE BEEN DONE TO PREVENT THIS INCURSION. 1) THE ACFT RADIO SHOULD HAVE BEEN TURNED ON; TO LISTEN TO THE RADIO TFC AND/OR BROADCAST INTENTIONS; AND 2) AND MORE IMPORTANT; WAS TO WAIT A LONGER TIME BEFORE BEGINNING THE ENTRY TO THE RWY. TO ASCERTAIN THE FINAL ACTION OF THE ACFT HAVING THE RIGHT-OF-WAY.
