Narrative:
A PA28; filed a flight plan with rdu FSS. Flight plan shows aircraft going over fml and requesting a VOR-a approach at uza. Fml VOR was decommissioned about 2 yrs ago and VOR was removed from land. VOR-a approach is off fml VOR. Aircraft insisted it could shoot this approach. I advised this aircraft 'on an IFR flight plan I would not give clearance' aircraft flew on to destination via radar vectors and RNAV direct. 'Us terminal procedures' book 'southeast-2' effective 07/05/2007 to 08/30/2007 still shows the VOR-a to uza.

Title: PA28 REQUESTED VOR-A APCH TO UZA WHICH IS BASED ON FML VOR. CLT CTLR REFUSES TO ISSUE BECAUSE FML HAS BEEN DECOMMISSIONED FOR TWO YEARS BUT IS STILL ON THE CHARTS.
