Narrative:
After pushback and during taxi; advised to expect 15 min delay. Shut #2 engine down and set parking brake. After #2 engine restart rolled slightly ahead and brakes came on causing 2 flight attendants to lose footing and both were injured. Flight attendants said they were ok to continue. I believe I had pressure on the brake pedals when #2 engine was shut down; causing the brake system to remember that and reapply brakes upon restart.

Title: A320 CAPTAIN REPORTS UNCOMMANDED BRAKE APPLICATION AFTER RESTARTING NUMBER 2 ENGINE DURING A GROUND DELAY.
Narrative: AFTER PUSHBACK AND DURING TAXI; ADVISED TO EXPECT 15 MIN DELAY. SHUT #2 ENG DOWN AND SET PARKING BRAKE. AFTER #2 ENG RESTART ROLLED SLIGHTLY AHEAD AND BRAKES CAME ON CAUSING 2 FLT ATTENDANTS TO LOSE FOOTING AND BOTH WERE INJURED. FLT ATTENDANTS SAID THEY WERE OK TO CONTINUE.
