Narrative:
Left fuel quantity gauge placarded inoperative at departure. During climb out; right fuel flow indicator pegged at 16000 pounds per hour; intermittently returning to normal. Fuel counter followed the increased rate of indicated fuel burn. Unable to comply with MEL and possible fuel leak. Discussed situation with maintenance and dispatch during climb out and both concurred a fuel leak was possible. Declared an emergency with the concurrence of dispatch and returned to ZZZ for an uneventful overweight landing.

Title: MD80 FLT CREW REPORTS INTERMITTENT HIGH FUEL FLOW TO RIGHT ENGINE DURING CLIMB OUT AND ELECTS TO DECLARE AN EMERGENCY AND RETURN.
Narrative: L FUEL QUANTITY GAUGE PLACARDED INOP AT DEP. DURING CLBOUT; R FUEL FLOW INDICATOR PEGGED AT 16000 LBS PER HR; INTERMITTENTLY RETURNING TO NORMAL.
