Narrative:
Autopilot did not capture localizer. After course correction was made it appeared that the localizer was inoperative. Last minute runway change from runway 30R to runway 30L. Cleared for a visual approach. Overshot final behind a challenger on final for runway 30R. Runway 30L localizer appeared inoperative; glideslope was working. No TCAS TA or RA. Corrected back to runway 30L final and landed. First officer PF. Once it was determined that localizer was inoperative; autoplt was turned off and the visual approach was hand flown. ATIS broadcast that runway 30L localizer is OTS.

Title: A320 OVERSHOOTS RWY 30L FINAL AFTER LATE RWY CHANGE FROM RWY 30R TO RWY 30L VISUAL APPROACH. AUTOPILOT FAILS TO CAPTURE RWY 30L LOC WHICH IS REPORTED OTS ON ATIS.
Narrative: AUTOPILOT DID NOT CAPTURE LOCALIZER. AFTER COURSE CORRECTION WAS MADE IT APPEARED THAT THE LOCALIZER WAS INOP. LAST MINUTE RUNWAY CHANGE FROM RWY 30R TO RWY 30L.
