Narrative:

Flight left over 1 hour late due to late arrival. Airplane had multiple problems; APU bleed inoperative; no B autoplt; and autospd brakes inoperative. Departure normal; but while being vectored to final; tried to lower flaps and nothing happened. Flap indicator showed split asymmetry with left indicator negative and the right showed zero. Informed ZZZ approach of problem and they vectored us in a box pattern at 7000 ft to work problem. Captain ran checklist and talked with maintenance while I flew and talked to ATC. Multiple attempts to reset system were unsuccessful so prepared for a no flap landing. Captain informed cabin and told to do a cabin preparation. Used altitude flaps to get leading edge devices and planned final airspeed of 173 KTS. Asked ZZZ for runway xx for full length due to high speed and speed brake problem; even though GS was out. Asked ZZZ to have equipment standing by. Flew visual approach and landing without incident and terminated emergency once clear of runway. Only problem was ZZZ did not give us enough spacing with other traffic. Tower was trying to push a flight off the runway to give us room then gave takeoff clearance to another flight right in front of us on short final; (intersecting runway). Almost had to go around as the aircraft crossed our runway when we were at 200 ft. Also; missed step in checklist to inhibit flap warning in cockpit which added to distraction. Good job for ZZZ approach with the help; bad job on ZZZ tower to complicate emergency. Crew experience in ZZZ and flight time in planes helped us keep focus.

ALMOST HAD TO GO AROUND AS THE ACFT CROSSED OUR RWY WHEN WE WERE AT 200 FT. ALSO; MISSED STEP IN CHKLIST TO INHIBIT FLAP WARNING IN COCKPIT WHICH ADDED TO DISTR. GOOD JOB FOR ZZZ APCH WITH THE HELP; BAD JOB ON ZZZ TWR TO COMPLICATE EMER. CREW EXPERIENCE IN ZZZ AND FLT TIME IN PLANES HELPED US KEEP FOCUS.
