Narrative:
We provide tv coverage of major sporting events. I was flying in the tfr for an event at 2500 ft MSL over the stadium. I have a waiver from the tsa for the event. I had contacted the tower and faxed the waiver to them. They acknowledged receipt; issued a beacon code and cleared me to the stadium. Upon handoff to approach; the controller queried my activity and after some discussion; gave me permission to operate in the tfr. I called the TRACON on landing. They were upset because no one had informed them of our operation.(?) I was led to believe that the tower had informed them. Apparently this did not take place. It seems there is a lack of understanding and communication between the FAA facilities concerning waivered operations inside sporting event tfr's. In addition; several light aircraft were allowed to fly through the active tfr (0-3000 ft AGL) during the 5 hours I was orbiting the stadium. One passed within 300 ft of me without any warning from the controller. In future; I will take it upon myself to notify the tower and the approach control.
