Narrative:
We departed ilm IFR. After takeoff; the tower instructed us to fly runway heading to 10000 ft; cleared for takeoff. We were painting an area of heavy precipitation just off the departure end of the runway and to the left of the departure end. We switched over to departure and they cleared us left turn on course. We asked for a right turn on course to remain clear of the cell off the departure end. They approved the right turn. We then told departure that if we could fly a south course to the coastline we could remain clear of the WX. Departure informed us the course we asked for would infringe on an active warning area; and that they had to get approval from ZDC. ZDC declined our request and departure put us on a 320 degree heading. Departure said that should keep us out of most of it. We were then told to contact ZDC. We checked on with ZDC and immediately asked if we could talk about a southerly heading. Again; ZDC refused; saying that they had active warning areas to the south. We informed them that we only needed to go to the shoreline and could navigation along it keeping us clear of the warning areas. ZDC refused. We then informed them we were in a cell and need an immediate turn. He asked if a 360 degree heading would help. We told him we would take it. We just needed to get out of that cell as soon as possible. He gave us a 360 degree heading and that took us out of the cell in a relatively short amount of time. We then were told we could deviate to the left and on course when able. I have never seen a warning area that comes all the way to the coastline. I have never seen ATC not be accommodating to an aircraft that was trying to avoid thunderstorms. We later talked to ZJX; and they told us about an area of WX at our 12 O'clock position and 50 mi. He suggested I deviate to the right 15 degrees and there would be an opening to get back through the line. I asked about the gamecock MOA's. He said they were active but that he would coordinate with the aircraft in the MOA to allow us and several other aircraft to transition through. The point I am making is that when there is WX and aircraft need to avoid it; ATC should make every concession they possibly can to accommodate if they reasonably can. I spoke with a ZDC supervisor about this. Hope we never have a repeat of this.

Title: IFR BE35 PLT VOICED CONCERN REGARDING ZDC ATC SERVICE WHEN REPEATED REQUESTS FOR WX DEVS WERE DENIED BECAUSE OF MIL RESTRICTED AIRSPACE.
Narrative: WE DEPARTED ILM IFR. AFTER TKOF; THE TWR INSTRUCTED US TO FLY RWY HDG TO 10000 FT; CLRED FOR TKOF. WE WERE PAINTING AN AREA OF HVY PRECIP JUST OFF THE DEP END OF THE RWY AND TO THE L OF THE DEP END. WE SWITCHED OVER TO DEP AND THEY CLRED US L TURN ON COURSE. WE ASKED FOR A R TURN ON COURSE TO REMAIN CLR OF THE CELL OFF THE DEP END. THEY APPROVED THE R TURN. WE THEN TOLD DEP THAT IF WE COULD FLY A S COURSE TO THE COASTLINE WE COULD REMAIN CLR OF THE WX. DEP INFORMED US THE COURSE WE ASKED FOR WOULD INFRINGE ON AN ACTIVE WARNING AREA; AND THAT THEY HAD TO GET APPROVAL FROM ZDC. ZDC DECLINED OUR REQUEST AND DEP PUT US ON A 320 DEG HDG. DEP SAID THAT SHOULD KEEP US OUT OF MOST OF IT. WE WERE THEN TOLD TO CONTACT ZDC. WE CHKED ON WITH ZDC AND IMMEDIATELY ASKED IF WE COULD TALK ABOUT A SOUTHERLY HDG. AGAIN; ZDC REFUSED; SAYING THAT THEY HAD ACTIVE WARNING AREAS TO THE S. WE INFORMED THEM THAT WE ONLY NEEDED TO GO TO THE SHORELINE AND COULD NAV ALONG IT KEEPING US CLR OF THE WARNING AREAS. ZDC REFUSED. WE THEN INFORMED THEM WE WERE IN A CELL AND NEED AN IMMEDIATE TURN. HE ASKED IF A 360 DEG HDG WOULD HELP. WE TOLD HIM WE WOULD TAKE IT. WE JUST NEEDED TO GET OUT OF THAT CELL ASAP. HE GAVE US A 360 DEG HDG AND THAT TOOK US OUT OF THE CELL IN A RELATIVELY SHORT AMOUNT OF TIME. WE THEN WERE TOLD WE COULD DEVIATE TO THE L AND ON COURSE WHEN ABLE. I HAVE NEVER SEEN A WARNING AREA THAT COMES ALL THE WAY TO THE COASTLINE. I HAVE NEVER SEEN ATC NOT BE ACCOMMODATING TO AN ACFT THAT WAS TRYING TO AVOID TSTMS. WE LATER TALKED TO ZJX; AND THEY TOLD US ABOUT AN AREA OF WX AT OUR 12 O'CLOCK POS AND 50 MI. HE SUGGESTED I DEVIATE TO THE R 15 DEGS AND THERE WOULD BE AN OPENING TO GET BACK THROUGH THE LINE. I ASKED ABOUT THE GAMECOCK MOA'S. HE SAID THEY WERE ACTIVE BUT THAT HE WOULD COORDINATE WITH THE ACFT IN THE MOA TO ALLOW US AND SEVERAL OTHER ACFT TO TRANSITION THROUGH.
