Narrative:
Turning short final at ZZZ1 from downwind set-up. Tower requested reduce to minimum approach speed as we were following a cirrus landing on runway 19R. Runway 19L was closed. While programming flaps toward 40 degrees; they stopped extending at approximately 17 degrees. Captain initiated go around; while I got out the QRH and followed the troubleshooting tree specified on the bulletin in 'flight-C' tab. Approach began to vector us away from the ZZZ area; and captain indicated we didn't have enough fuel for vectors -- about 4.8. Captain requested a vector for ZZZ2 intercepted the localizer and performed a 17 degree flap landing without incident. Flaps remained at 17 degrees from go around through landing; as no further attempt to move them was initiated.

Title: A B737 FLAP ASYMMETRY OCCURRED AT FLAPS 17 ON FINAL APCH TO A SHORT RWY. CAPT REQUESTED VECTORS TO NEARBY ARPT WITH LONGER RWY DUE TO MIN FUEL ON BOARD.
