Narrative:
We were coming back to ues. I looked to my left and there was an airplane about my 8 O'clock position converging towards us from 1 NM. The other aircraft was almost parallel to our flight path and gaining ground. I saw that he was not doing anything about it or did not see us. So I turned to the right and started a descent. The other aircraft flew over the top of us and did what looked to be like a stall after we gained sight of the aircraft on the right side of ours. The other aircraft then went off in a southerly direction. My airplane or the other aircraft could have received flight following and maybe had a heads-up as to where the other aircraft was. The other aircraft should have been properly scanning for traffic and maybe clearing turns to make sure there were no other aircraft in the vicinity before practicing maneuvers. Ads-B may have prevented this situation had we both had it installed.

Title: PA 28 WAS INVOLVED IN A TFC CONFLICT WITH CONVERGING TFC.
Narrative: WE WERE COMING BACK TO UES. I LOOKED TO MY L AND THERE WAS AN AIRPLANE ABOUT MY 8 O'CLOCK POS CONVERGING TOWARDS US FROM 1 NM. THE OTHER ACFT WAS ALMOST PARALLEL TO OUR FLT PATH AND GAINING GND. I SAW THAT HE WAS NOT DOING ANYTHING ABOUT IT OR DID NOT SEE US. SO I TURNED TO THE R AND STARTED A DSCNT. THE OTHER ACFT FLEW OVER THE TOP OF US AND DID WHAT LOOKED TO BE LIKE A STALL AFTER WE GAINED SIGHT OF THE ACFT ON THE R SIDE OF OURS. THE OTHER ACFT THEN WENT OFF IN A SOUTHERLY DIRECTION. MY AIRPLANE OR THE OTHER ACFT COULD HAVE RECEIVED FLT FOLLOWING AND MAYBE HAD A HEADS-UP AS TO WHERE THE OTHER ACFT WAS. THE OTHER ACFT SHOULD HAVE BEEN PROPERLY SCANNING FOR TFC AND MAYBE CLRING TURNS TO MAKE SURE THERE WERE NO OTHER ACFT IN THE VICINITY BEFORE PRACTICING MANEUVERS. ADS-B MAY HAVE PREVENTED THIS SIT HAD WE BOTH HAD IT INSTALLED.
