Narrative:
As I departed; I heard many other aircraft making their calls over CTAF. As I approached the airport; I heard no calls; so I determined that my radio had failed. On downwind; I noticed an ercoupe flying a wider pattern than mine; also on downwind. I adjusted my flight path to follow him. The ercoupe initiated a go around from short final. While I was on final; I noticed something white on the runway markings. It looked like a plastic sheet. It was far enough down the runway that I did not consider it a hazard. After landing; I noticed that it was actually an airplane that had landed with the landing gear retracted. I was stopped about 500-1000 ft. Before the accident aircraft; I would never have landed on the runway if I knew there was another aircraft there. Contributing factors: my radio failure distraction me and I didn't receive calls warning me of the gear up landing. The other aircraft was almost all white and blended with the runway markings.

Title: PA16 PLT LANDS AT UNCONTROLLED ARPT ON RWY OCCUPIED BY DISABLED ACFT. CITES COM FAILURE DIDN'T ALLOW RECEIPT OF ADVISORY.
Narrative: AS I DEPARTED; I HEARD MANY OTHER ACFT MAKING THEIR CALLS OVER CTAF. AS I APCHED THE ARPT; I HEARD NO CALLS; SO I DETERMINED THAT MY RADIO HAD FAILED. ON DOWNWIND; I NOTICED AN ERCOUPE FLYING A WIDER PATTERN THAN MINE; ALSO ON DOWNWIND. I ADJUSTED MY FLT PATH TO FOLLOW HIM. THE ERCOUPE INITIATED A GAR FROM SHORT FINAL. WHILE I WAS ON FINAL; I NOTICED SOMETHING WHITE ON THE RWY MARKINGS. IT LOOKED LIKE A PLASTIC SHEET. IT WAS FAR ENOUGH DOWN THE RWY THAT I DID NOT CONSIDER IT A HAZARD. AFTER LNDG; I NOTICED THAT IT WAS ACTUALLY AN AIRPLANE THAT HAD LANDED WITH THE LNDG GEAR RETRACTED. I WAS STOPPED ABOUT 500-1000 FT.
