Narrative:
I entered right traffic to runway 15 at O85 from a 45 degree entry to downwind to base to final making position reports on CTAF on the 45 degree entry; downwind; base; and final. At least 1 other aircraft landing ahead of me was using runway 15. An estimated 4000 ft or less from the runway I noticed another high wing aircraft taking off on the opposing runway (runway 33). When I saw him; he was about mid-field and had already rotated and was in an initial climb. I noticed that he initiated a right turn and I also veered to the right to increase the distance between us. While his choice of runway; failure to yield to a landing aircraft; and failure to announce his intentions on frequency were reckless; his correction was proper. I realized that while we would be close; we would not collide. He passed off my left side approximately 200 ft horizontally and 50 ft below me. After landing; a pilot based at the field stated that he had been monitoring the frequency and saw the events and that he (the officer) had heard my reports; but never heard the other aircraft. I told the officer that I had not heard any reports by the other aircraft. The officer stated that the other aircraft was a maule and that he was planning to talk to the pilot that he believed was based on the field.

Title: C182 PLT ENCOUNTER NMAC ON FINAL WITH ACFT DEPARTING OPPOSITE DIRECTION FROM THE SAME RWY. DEPARTING ACFT MADE NO CTAF/UNICOM REPORTS PRIOR TO DEP.
Narrative: I ENTERED R TFC TO RWY 15 AT O85 FROM A 45 DEG ENTRY TO DOWNWIND TO BASE TO FINAL MAKING POS RPTS ON CTAF ON THE 45 DEG ENTRY; DOWNWIND; BASE; AND FINAL. AT LEAST 1 OTHER ACFT LNDG AHEAD OF ME WAS USING RWY 15. AN ESTIMATED 4000 FT OR LESS FROM THE RWY I NOTICED ANOTHER HIGH WING ACFT TAKING OFF ON THE OPPOSING RWY (RWY 33). WHEN I SAW HIM; HE WAS ABOUT MID-FIELD AND HAD ALREADY ROTATED AND WAS IN AN INITIAL CLB. I NOTICED THAT HE INITIATED A R TURN AND I ALSO VEERED TO THE R TO INCREASE THE DISTANCE BTWN US. WHILE HIS CHOICE OF RWY; FAILURE TO YIELD TO A LNDG ACFT; AND FAILURE TO ANNOUNCE HIS INTENTIONS ON FREQ WERE RECKLESS; HIS CORRECTION WAS PROPER. I REALIZED THAT WHILE WE WOULD BE CLOSE; WE WOULD NOT COLLIDE. HE PASSED OFF MY L SIDE APPROX 200 FT HORIZONTALLY AND 50 FT BELOW ME. AFTER LNDG; A PLT BASED AT THE FIELD STATED THAT HE HAD BEEN MONITORING THE FREQ AND SAW THE EVENTS AND THAT HE (THE OFFICER) HAD HEARD MY RPTS; BUT NEVER HEARD THE OTHER ACFT. I TOLD THE OFFICER THAT I HAD NOT HEARD ANY RPTS BY THE OTHER ACFT. THE OFFICER STATED THAT THE OTHER ACFT WAS A MAULE AND THAT HE WAS PLANNING TO TALK TO THE PLT THAT HE BELIEVED WAS BASED ON THE FIELD.
