Narrative:

I am reporting a continuing problem and hazard to aviation; created by the FAA. Although the restr area around and over disneyland has been in place for over half a decade; the FAA adamantly refuses to depict the horizontal boundaries on the VFR term area chart. Using the VFR check point mark and a plotter to guesstimate the horizontal boundaries; produces a wrong result; according to ATC in the area; and according to comparisons with the FAA's poorly made depiction hidden on its own web site. The FAA also refuses to depict the MSL ceiling on the chart. The FAA also does not reveal on the chart; even in textual material; what the MSL ceiling is. (To my knowledge the FAA does not reveal the MSL ceiling in any publication or available document.) there in not way to guesstimate; since the chart shows the area as urban and does not have any MSL clue for the surface area elevation. As a result of the FAA's inexplicable decision to keep the horizontal and vertical boundaries vague of secret; pilots are constantly at risk of accidentally penetrating the zone; with severe penalties following. The situation in hazardous because it compresses traffic vertically; even more so because pilots are unsure of the exact boundaries; either horizontally or vertically. And because the unsureness unfairly burdens ATC with guidance. While the logic and justification of establishment of the are is itself severely questionable; the FAA makes things far worse by not even allowing pilots to know the exact boundaries; for which they are held responsible to avoid. My suggestion to solve this continuing annoyance and hazard to aviation is that the FAA should depict such areas on chart(south) using appropriate depictions analogous to those using to mark and explain airport's airspaces; MOA's restr areas; and the like. To hold pilots responsible; and punish them severely for accidental incursion into unmarked airspace is an outrageous; unfair; and unethical situation.callback conversation with reporter revealed the following information: reporter's major complaint is the restricted area is described in ft AGL which he cannot determine and if the radial/DME are used to plot the waypoint it would be off by 3° and a slight distance. He believes this restricted area with its constraints must be included because the FAA is violating unsuspecting pilots who do not know the area exists.

THERE IN NOT WAY TO GUESSTIMATE; SINCE THE CHART SHOWS THE AREA AS URBAN AND DOES NOT HAVE ANY MSL CLUE FOR THE SURFACE AREA ELEVATION. AS A RESULT OF THE FAA'S INEXPLICABLE DECISION TO KEEP THE HORIZONTAL AND VERTICAL BOUNDARIES VAGUE OF SECRET; PLTS ARE CONSTANTLY AT RISK OF ACCIDENTALLY PENETRATING THE ZONE; WITH SEVERE PENALTIES FOLLOWING. THE SITUATION IN HAZARDOUS BECAUSE IT COMPRESSES TFC VERTICALLY; EVEN MORE SO BECAUSE PLTS ARE UNSURE OF THE EXACT BOUNDARIES; EITHER HORIZONTALLY OR VERTICALLY. AND BECAUSE THE UNSURENESS UNFAIRLY BURDENS ATC WITH GUIDANCE. WHILE THE LOGIC AND JUSTIFICATION OF ESTABLISHMENT OF THE ARE IS ITSELF SEVERELY QUESTIONABLE; THE FAA MAKES THINGS FAR WORSE BY NOT EVEN ALLOWING PLTS TO KNOW THE EXACT BOUNDARIES; FOR WHICH THEY ARE HELD RESPONSIBLE TO AVOID. MY SUGGESTION TO SOLVE THIS CONTINUING ANNOYANCE AND HAZARD TO AVIATION IS THAT THE FAA SHOULD DEPICT SUCH AREAS ON CHART(S) USING APPROPRIATE DEPICTIONS ANALOGOUS TO THOSE USING TO MARK AND EXPLAIN ARPT'S AIRSPACES; MOA'S RESTR AREAS; AND THE LIKE. TO HOLD PLTS RESPONSIBLE; AND PUNISH THEM SEVERELY FOR ACCIDENTAL INCURSION INTO UNMARKED AIRSPACE IS AN OUTRAGEOUS; UNFAIR; AND UNETHICAL SITUATION.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR'S MAJOR COMPLAINT IS THE RESTRICTED AREA IS DESCRIBED IN FT AGL WHICH HE CANNOT DETERMINE AND IF THE RADIAL/DME ARE USED TO PLOT THE WAYPOINT IT WOULD BE OFF BY 3° AND A SLIGHT DISTANCE.
