Narrative:
Mr X and 3 other men from the ZZZ FSDO were waiting for me at the bottom of the stairs. The aircraft was still on the runway. All the passenger were off and our mechanics were getting ready to tow the aircraft off the runway. Mr X idented himself and the other three to me and then his first question was whether I had pulled the circuit breakers for the cvr and DFDR. I said that I had forgotten to pull them and I immediately called up the stairs to ask one of our mechanics to pull the circuit breakers which he did. Since we had not done a ground evacuate/evacuation immediately after landing we had not run the ground evacuate/evacuation checklist. I was initially expecting to stay with the airplane until it was towed to parking. So I was not thinking of closing out the flight. He also started questioning me about the emergency. I told him briefly that we had had an engine fire and a problem with the nose gear. I then went to look at the damage to the left engine with him following me. After examining the engine; I then went to check on the 3 flight attendants. At that point one of our mechanics told me that they would ride the brakes for the towing of the aircraft and I did not need to stay with it; but they did want me to put some items in the logbook. So I went back up the stairs looking for the logbook. Mr X had already been up in the cockpit and had confiscated the logbook and also confiscated all of our flight paperwork. At the time I did not confront him because I wasn't sure what his authority/authorized was for doing that and I was just relieved to have the passenger safely on the ground and the airplane on the ground with no damage other than the fire. After reflecting on what happened with mr X; I am now questioning both his actions in this circumstance and his manner. After takeoff at about 2000 ft experienced left engine start valve open light followed by left engine fire warning. Declared emergency. Accomplished engine fire/failure checklist. Started having multiple electrical and hydraulic anomalies. Flew a visual approach to runway 30R. At gear extension nose gear did not come down. Tower confirmed that only the main gear were down. Went around and accomplished emergency gear extension to extend nose gear. Landed on runway. Stopped straight ahead. Arff followed the aircraft on rollout. There was residual fire in left engine; which was extinguished by the firefighters. Deplaned passenger via airstairs onto airport busses.

Title: MD80 EXPERIENCED ENG FIRE AFTER TKOF. FLT RETURNED AND EMER GEAR EXTENSION WAS REQUIRED FOR THE NOSE GEAR. ACFT WAS SHUT DOWN ON THE RWY AND FSDO PERSONNEL INVESTIGATED IMMEDIATELY.

SO I WAS NOT THINKING OF CLOSING OUT THE FLT. HE ALSO STARTED QUESTIONING ME ABOUT THE EMER. I TOLD HIM BRIEFLY THAT WE HAD HAD AN ENG FIRE AND A PROB WITH THE NOSE GEAR. I THEN WENT TO LOOK AT THE DAMAGE TO THE L ENG WITH HIM FOLLOWING ME. AFTER EXAMINING THE ENG; I THEN WENT TO CHK ON THE 3 FLT ATTENDANTS. AT THAT POINT ONE OF OUR MECHS TOLD ME THAT THEY WOULD RIDE THE BRAKES FOR THE TOWING OF THE ACFT AND I DID NOT NEED TO STAY WITH IT; BUT THEY DID WANT ME TO PUT SOME ITEMS IN THE LOGBOOK. SO I WENT BACK UP THE STAIRS LOOKING FOR THE LOGBOOK. MR X HAD ALREADY BEEN UP IN THE COCKPIT AND HAD CONFISCATED THE LOGBOOK AND ALSO CONFISCATED ALL OF OUR FLT PAPERWORK. AT THE TIME I DID NOT CONFRONT HIM BECAUSE I WASN'T SURE WHAT HIS AUTH WAS FOR DOING THAT AND I WAS JUST RELIEVED TO HAVE THE PAX SAFELY ON THE GND AND THE AIRPLANE ON THE GND WITH NO DAMAGE OTHER THAN THE FIRE. AFTER REFLECTING ON WHAT HAPPENED WITH MR X; I AM NOW QUESTIONING BOTH HIS ACTIONS IN THIS CIRCUMSTANCE AND HIS MANNER. AFTER TKOF AT ABOUT 2000 FT EXPERIENCED L ENG START VALVE OPEN LIGHT FOLLOWED BY L ENG FIRE WARNING. DECLARED EMER. ACCOMPLISHED ENG FIRE/FAILURE CHKLIST.
