Narrative:

Prior to departing I completed my preflight walkaround. During the walkaround I noticed that the fueler did not have the static discharge line attached to the aircraft. When I queried him; he said that the line was broken and needed to be repaired by a mechanic. I told him that he needed to be using a different truck and advised him of the dangers of refueling an aircraft without a static discharge line attached. He then told me to mind my own business and to not tell him how to do his job. I immediately informed jfk operations; and I was told that 'they would get on it.' immediately after I saw the same fueler using the same truck without a static discharge line at the aircraft next to us. Additionally; the fueler had told me he had been using that truck in that condition for several days.

Title: CRJ200 CAPT OBSERVED GND CREW REFUELING ACFT WITHOUT A STATIC LINE ATTACHED TO THE ACFT.

Narrative: PRIOR TO DEPARTING I COMPLETED MY PREFLT WALKAROUND. DURING THE WALKAROUND I NOTICED THAT THE FUELER DID NOT HAVE THE STATIC DISCHARGE LINE ATTACHED TO THE ACFT. WHEN I QUERIED HIM; HE SAID THAT THE LINE WAS BROKEN AND NEEDED TO BE REPAIRED BY A MECH. I TOLD HIM THAT HE NEEDED TO BE USING A DIFFERENT TRUCK AND ADVISED HIM OF THE DANGERS OF REFUELING AN ACFT WITHOUT A STATIC DISCHARGE LINE ATTACHED. HE THEN TOLD ME TO MIND MY OWN BUSINESS AND TO NOT TELL HIM HOW TO DO HIS JOB. I IMMEDIATELY INFORMED JFK OPS; AND I WAS TOLD THAT 'THEY WOULD GET ON IT.' IMMEDIATELY AFTER I SAW THE SAME FUELER USING THE SAME TRUCK WITHOUT A STATIC DISCHARGE LINE AT THE ACFT NEXT TO US. ADDITIONALLY; THE FUELER HAD TOLD ME HE HAD BEEN USING THAT TRUCK IN THAT CONDITION FOR SEVERAL DAYS.
